About Our Company
Everyone in shipping, including crew members on tankers, dry-cargo ships, car carriers, bulk carriers and cruise ships, regardless of their nationality, needs to understand MARPOL regulations. The MARPOL Training Institute is dedicated to providing shipping industry employees the knowledge they need to be in compliance with MARPOL regulations. We offer consulting, instructor led training, and computer based training. We know what is required and we have created the training to teach you what you need to know.


History
With the increased vigilance by regulatory bodies on maritime pollution abatement we became involved in providing training to crews of vessels before and following US Department of Justice settlements. The training was instructor led and expensive. The instructor led training was limited in that it could only train existing crew. A few months later the crew member(s) had changed and further training was required. With our experience in providing computer based training programs we decided to develop the Meeting MARPOL Standards computer based training system.

David Hiller
Work Record Biography of David Hiller:

David Hiller has worked in the Marine Industry since 1966. He is a 3rd generation seafarer with a BS in Marine Engineering and an MS in Naval Architecture. He holds a USCG Chief Engineer’s License, Unlimited Horsepower for Steam & Motor vessels. He sailed as Chief Engineer for 19 years. His experience includes LNG, Crude & Product Tankers as well as Container Ships and Bulk Carriers. For the past 9 years, he has worked in shipyards and aboard vessels to assist vessel owners and operators in the modification, upgrading and improvement of their vessel systems, engine operations and crew training of improved operational processes. Improving Waste Management Practices and MARPOL compliance has been a significant focus of the last nine years.

Bob Hall
Captain Bob Hall has worked in the Marine Industry since 1966. He has sailed as Master of tankers and containerships. He has worked ashore with American President Lines and Norwegian Cruise Lines, America (NCLA). At APL he was Director of Training for the global enterprise. Bob brings his experience in training, human resource development and sailing to our team.

Roger Kent
Roger Kent helps Project Managers understand how to work with greater confidence and gusto. He can functions formally within the best practices framework of the Project Management Institute's PMBOK (Project Management Body of Knowledge) as well as informally, entertaining discussions about what to do when best practices melt away leaving you only with whatever character you have forged for yourself. He is particularly focused on Communication, realizing that effective leadership involves motivating all stakeholders as valued team members in service of the project's goals. Roger has worked on projects at Hewlett Packard, Capital One Bank, United Airlines, Visa, Amoco, Pacific Bell. City of San Francisco and Levi Strauss. He stresses the value of clarifying goals and objectives upfront then facilitating a structured planning process, followed by tracking with a light touch. A third-degree Microsoft Project black belt, he excels in graphically portraying accurate resource requirements. He has conducted over 200 seminars for companies such as Sun Microsystems, Computer Associates, Washington Mutual, Owens Corning, Bell South, Fair Isaac, Deloitte & Touche, and ITT. Abroad he has worked with the Oil Ministry of Kazakhstan and Hyundai.

William Heinz
William is currently president of OpenSky Learning, a company specializing in computer based training and testing. He has been associated with the training industry for 15 years. He was Vice President of Kelly Services in charge of the computer based testing and training for 250,000 temporary employees each year. William is equally facile with instructional design and software development, which allows him to create innovative training solutions, as exemplified by the Meeting MARPOL Standards training. He was the creator of the Flash Development Kit and has 3 testing and training patents.
